MINUTES
The special called meeting for October 19, 2017 of the City Council of Tallulah Falls, Georgia was called to order at 6:00 p.m. by Mayor Teri Dobbs.

Mayor Dobbs welcomed everyone to the meeting and asked Reverend Turpen to open the meeting with prayer.
A Motion was made by Councilperson Hamilton to amend the agenda for the October 19, 2017 Special Called Council Meeting to include the resignation of Councilperson Robbie McCutcheon. The Motion was seconded by Councilperson Goatcher and passed unanimously.
Mayor Dobbs recognized Pepper Kelly, Metro Coldwell Bankers, to address a potential lease tenant for the Terrora Building. Mr. Kelly introduced Tim Stamey and explained the interest of Tallulah Falls School wanting to lease the building Monday through Thursday, 4-6 p.m., through March 2018 for their rifle team.
Mr. Stamey discussed the specifics of the rifle team and indicated Tallulah Falls School does carry a liability policy that would indemnify the City should an accident happen. He also indicated Tallulah Falls School Maintenance staff would check out the electrical and plumbing to ensure in working order.
A Motion was made by Councilperson Goatcher to allow Tallulah Falls School the use of the Terrora building for the rifle team. The Motion was seconded by Councilperson Coldren and passed unanimously.
Mayor Dobbs stated she had been approached by the Blue Grass musicians and supporters to continue holding the event throughout the winter months in Town Hall.
Due to concerns of liability, a Motion was made by Councilperson Goatcher to deny the request for the use of Town Hall to continue Blue Grass during the winter months. The Motion was seconded by Councilperson Goatcher and passed unanimously.
Mayor Dobbs recognized Brian Rindt with Rindt McDuff Associates (RMA) and asked that he present his recommendations for the existing Tallulah Falls water system. The RMA report is attached hereto and made a part hereof.
Mayor Dobbs read aloud the resignation of Councilperson Robbie McCutcheon and asked the Council to vote.
Councilperson Goatcher made the motion to accept the resignation. The Motion was seconded by Councilperson Hamilton and passed unanimously.
Mayor Dobbs stated Carrie Barnes, facilitator for the upcoming Community Vision Meeting, requested the meeting be changed from November 9th to December 7th at 6 p.m. As such, the regular Council meeting could be changed back to its original date of November 9th instead of November 16th.
Councilperson Goatcher made the motion to change the Council meeting back to November 9th instead of November 16th. The Motion was seconded by Councilperson Coldren and passed unanimously.
Mayor Dobbs announced the annual Tallulah Falls “Pot Luck” Christmas Party would be held on December 1st at 6pm.
Councilperson Dobbs made the Motion to adjourn; seconded by Councilperson Coldren. The Motion passed unanimously.
