SPECIAL CALLED MEETING

DECEMBER 14, 2017

MINUTES

 

The special called meeting for December 14, 2017 of the City Council of Tallulah Falls, Georgia was called to order at 5:30 p.m. by Mayor Teri Dobbs.

  • Town Administrator/Clerk Patti Polk (via phone)

 

A Motion was made by Councilperson Hamilton to accept the agenda for the December 14, 2017 Special Called Council Meeting.  The Motion was seconded by Councilperson Coldren and passed unanimously.

 

Mayor Dobbs asked for a motion to go into Executive Session at 5:32 p.m. for the Council to discuss personnel.

 

Councilperson Coldren made the Motion to go into Executive Session.  The motion was seconded by Councilperson Hamilton and passed unanimously.

 

Attorney Allyn Stockton asked Councilperson Deb Goatcher to recuse herself from the executive session since it would include discussion about her spouse, Police Chief Bill Goatcher.

 

Mayor Dobbs called the Special Called Council Meeting back to order at 7:20 p.m.

 

Mayor Dobbs announced one action item needed to be voted on which was on the payout of vacation pay for Bill Goatcher and Matt Nall.

 

Councilperson Coldren made the Motion to pay out $2,573.76 to Bill Goatcher and $1,364 to Matt Nall for accumulated annual leave for the period of January 1, 2017 through December 31, 2017.  Going forward, vacation time will be “use it or lose it” rather than a monetary payout and any future compensation time must be pre-approved by the Mayor before accumulating.  The motion was seconded by Councilperson Hamilton and passed.  Councilperson Deb Goatcher abstained from voting because of conflict of interest directly affecting her spouse.

 

Councilperson Hamilton made the Motion to adjourn; seconded by Councilperson Coldren.  The Motion passed unanimously.

 

The meeting adjourned at 7:14 p.m.
